What is this label?
The HR Excellence in Research (HRS4R) label, awarded by the European Commission, is designed to help research establishments and organizations improve their practices in terms of working conditions, recruitment and ethics, in line with the 40 principles of the European Charter for Researchers and the Code of Conduct for Recruitment.
It enables plants to :
- European and international visibility and appeal
- Join a pan-European network of researchers and research institutions sharing common values and best practices
- Providing a stimulating and supportive work environment for researchers
- Improve your human resources management
- Meet the contractual obligations to which the establishment subscribes by signing Horizon 2020 grant agreements.
What is the certification process?
This label is based on both a self-diagnosis and an ambitious action plan. URCA now has two years in which to implement the proposed action plan, which includes 48 wide-ranging actions supported by the steering committee.
-Here are the three stages of the initial labeling phase [12 months].
- Signing of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers
- Production of a status report (based on a 40-item grid)
- Drawing up an action plan (for the next 5 years)
Label renewal (2022-2024)
The year 2023 marks the renewal of the label for the CNRS. With this in mind, a review of the previous period's activities has been carried out, and a new action plan for all CNRS staff has been proposed to the European Commission for the next three years.
A plan for CNRS researchers, engineers and technicians
" As Europe's largest recipient of European funds2 the CNRS had a duty to take part in this HR Excellence in Research initiative, which corresponds to the spirit of its HR policy ", emphasizes Marie Galloo Parcot, acting Director of Human Resources at the CNRS. And while in 2017 the label was part of a plan aimed at the organization's researchers, it now also encompasses engineers and technicians. " All the missions of the Human Resources Department (HRD) are involved in obtaining the label, and the CNRS HRD is mobilized for 80% of the actions in the HR Excellence in Research- CNRS plan, from recruitment to career development, training and management ", reports Marie Galloo Parcot.
